a:hover does not work on multiline text links after 1st line

With a:hover effects set, any line after the first line of the link does not
change. the promise.com link shows a multiline link that is line-broken with a
<br> while the rolandv.net link in the navigation frame on left shows the same
problem on links that are line-broken due to word wrapping.
Confirmed on Win98, Win2k, and WinXP by myself and Matti (CCed).

This is a duplicate of bug 98783. In both pages listed in this bug, the :hover
effect changes more than just the color, which is consistent with the way 98783
says that the problem only occurs when a :hover effect requires a reflow.

Son of a gun, it is. I even searched for dupes before I filed this. wEll, I get
to DUPE my own bug now. :)
