10353 - Regression: View|Sort|By Date does not sort properly

Linux and Win_nt 4.0 (1999-07-22-08 m9)
1. Prefs50.js file contains 1 pop, 1 imap and 1 news server
2. Open Inbox folder, click on the Date column, Sort does not sort properly
or From the View|Sort|By Date, it does not sort properly either.

Please refer to bug# 10350, based on the date format, mac sorts properly
according to the day of the week with the Date Format of "Monday 28 June 1999"

But on Linux and Win_nt, it does not sort properly. It simply does not work.

This bug is a duplicate entry of bug#10352. What happened was: After I committed
10352, Buzilla was stalled, it did not post a bug number in response. I thought
it did not go through, so I committed it another time.  Later, I did a querry
and found that two entries was created.
