Define Settings panel UX when logged out of FxA

After bug 1014816 landed, it is now possible to have FMD enabled while logged out of FxA. What do we want to show in the settings panel while logged out? We currently just display the Sign In/Sign Up button, but should we use the regular Enable/Disable panel with some visual indication that we need a log in?

I'm thinking that we could show the Enable/Disable panel (to show that the user still has the FMD enabled) and when they try to disable it, it prompts the sign in screen. 

If they can only sign out with the account that they enabled FMD with, then only the password of the sign in screen should be editable. The Email account should be already filled out and be uneditable.
After talking with Guilherme, it is clear that we cannot use the solution I proposed earlier. In the interim, we agreed that if the user has logged out then we will prompt the sign in/sign up button when the user enters the FMD page, as we do currently. 

However, I do feel that the solution I proposed earlier would be a great improvement to the UX and we should try to consider it for another release.

This looks like it will be fixed when the FxA secure logout feature lands in 2.1: bug 1016496

Depends on 1016496, which has not on track for 2.1.  minusing.
