The vagrant VM takes ~25 minutes to run 'make bootstrap'. This is an unacceptable amount of time for new contributors or anyone interested in the project to spend setting up the environment. On my local machine 'make bootstrap' takes ~1.5 minutes.

This may be related to two things in vagrant:
1) IPv6
or
2) DNS

See:

Wow it doesn't take this long for me (IIRC - I'll time it on my Mac versus in the VM)

Are you using NFS for the shared checkout?
Presumably w/ empty pip-cache right (which is why you are suspecting IPv6/DNS problems)?
I take it back - it *is* super slow to download everything:

cinnabar:socorro rhelmer$ rm -rf ./socorro-virtualenv/ ./pip-cache/ && time make bootstrap > bootstrap-mac.log 2>&1

real	7m18.811s
user	1m17.038s
sys	0m16.547s

[vagrant@localhost socorro]$ rm -rf ./socorro-virtualenv/ ./pip-cache/ && time make bootstrap > bootstrap-vagrant.log

real	30m53.242s
user	1m12.009s
sys	0m20.610s
