Vagrant VM 'make bootstrap' time
The vagrant VM takes ~25 minutes to run 'make bootstrap'. This is an unacceptable amount of time for new contributors or anyone interested in the project to spend setting up the environment. On my local machine 'make bootstrap' takes ~1.5 minutes. Wow it doesn't take this long for me (IIRC - I'll time it on my Mac versus in the VM) Are you using NFS for the shared checkout?
Presumably w/ empty pip-cache right (which is why you are suspecting IPv6/DNS problems)?
