since we are rewriting all makefiles for apps in javascript, at the end we will have a pure javascript build process for apps, so we also should rewrite app-makefile[1] in javascript to have pure javascript implementation in main build process.

in this pr, we will execute build.js for each app and no longer execute Makefile in apps direcoties.
