Is this actually a bug? Remember trickle ICE can occur for any candidate?

This safety check only looks for duplicates in the host candidates. And it does not even use trickle ICE at all (as we don't use/have trickle ICE support in our tests yet). And as you can see (as expected) the ICE connections fail. The intention of this safety check was to prevent bizarre test failure if the IPC/e10s implementation hands out the same port twice. Turns out: this happens even for regular Linux builds/runs! Byron maybe we do need to look into telling the NSS stack in general to turn off address re-use (if it is really on by default and causing this). Any other ideas?

Yes if out assumption is correct this error will pop up on only on e10s or in the ipc test. Unfortuantely this will not be limited to a single test case or a single OS/platform.
