Pull request for updating the AMO validator is at https://github.com/mozilla/amo-validator/pull/237


Next steps:
1. file a tracking bug (or just use this release bug) to track getting that validator pull request accepted and merged to production
1a. Make sure the updated validator hashes actually work by building an addon using SDK 1.17 from the zip/tarball linked above

2. once the production validator is updated, update the Latest Builds redirects to point to the 1.17 files

3. once the redirects are updated, publish the release announcements.
