Description:
The string  {{device}} appears with brackets on the Bluetooth request message when the user tries to connect with another Bluetooth device.

Repro Steps:
1) Update a Flame to BuildID: 20140630000201.
2) Set the device language as Hindi.
3) Navigate to Settings >  Bluetooth.
4) Try to pair a device by Bluetooth.
5) Observe the Bluetooth Request notification.

Actual:
The string "{{device}}" appears with brackets and without correct name.

Expected:
The string "{{device}}" appears without brackets and with correct name.

This issue does not occur on 1.4 Flame. The Bluetooth Request notification has different strings on v.1.4.
