Steps to reproduce:

When browser shows "Unable to connect, tap to check settings" and then tap into settings option. There are two issues, one is the layout is phone type, another one is that cellular data should be removed.

Prerequisite: WiFi turned off.
1. Open the Browser app.
2. Type any URL. (www.google.com)
3. Browser shows "Unable to connect, tap to check settings" message and then tap "settings" icon on the middle right side.(See attached: screenshot_01.jpg) 
4. <ISSUE_01> The layout is phone type.(See attached: screenshot_02.jpg) 
5. <ISSUE_02> Flatfish doesn't support telephony, but "Cellular Data" option existed.(See attached: screenshot_02.jpg)

We can simply hide it through CSS, but probably some future tablet device will have 3G capabilities.

Better way may is to load the script 'js/dsds_settings.js' in the MozActivity's window. I did not find a way to do it.
