Followup of bug 894121 comment 12

The TimeZoneSelect shared library (tzSelect.js) needs to be refactored so we are able to test it properly.

At the moment, everything is encapsulated without access to functions or variables, so we are not able to create the proper tests, neither on FTU nor Settings, even less to test the file alone.
