Looks like the site is made by http://www.radial.com/clients.
Also it's hosted on the Amazon platform, managed by the Large Account Services team.

Let's see what is the best way to contact Radial.

The site has some general inboxes and web form, probably not the best way to start.
Their twitter account seems to be one way only communication https://twitter.com/RadialCorp
There's an engineer that is active on twitter, let's try him https://twitter.com/MozWebCompat/status/747457918669197312

Our contact has responded: "@MozWebCompat sure, thanks for the heads up"
It is still sending Firefox Android to the desktop version. I sent a follow up to our contact on twitter, see if we can get an update.
