1036805 - [Settings] Too many time options for passcode lock require activate time

When choosing after how long to activate passcode lock, there should be a more concise list of options. We currently provide "immediately, after 5/15/30 seconds, after 1/2/5/10/15/30 minutes, after 1/4 hour(s)" which is unnecessary and potentially increase the time user need to make a decision. 

STR:
1. Go to settings
2. Go to screen lock
3. Create/Enable passcode lock
4. Select "require passcode"

Expect result:
See a list of reasonable time options (immediately, after 1/5/15/30 minutes, after 1 hour). 

Actual result:
See a list of 12 options up to 4 hour.
