[Reproduce Steps]
  0. Insert one/two SIM card
  1. Launch Settings app
  2. Call Settings -> SIM1/SIM2 -> Fixed dialing numbers
  3. Switch enable/disable -> Input SIM PIN2
  4. Launch Dialer app
  5. Make a phone call to non-FDN number
  6. Repeat "step 5" 10 times

  every time should show FDN active warning message

  20% will show warning message
  80% won't show any message and have no any action
