Steps to reproduce
--------------------------------------------------------------------------------
1. Launch Browser
2. Browse following website
   http://116.228.149.59/WAP/Download/Sound/amr.html
3. Tap on any of the amr music file, wait for a while, you will see a Download Notification appears
4. Tap on the download notification
   --> Nothing happens when I tried to tap on the download notification.

Both Flame v1.4 and dolphin have this problem.

Another thing is: if I go to Settings->Download, I can open the downloaded files.
