Right now we are facing problems during the setup of the TPS virtualenv when trying to install mozversion, and probably any other packages. The failure as seen is:

Searching for mozversion==0.6
Reading https://pypi.python.org/simple/mozversion/
Download error on https://pypi.python.org/simple/mozversion/: [Errno 1] _ssl.c:510: error:140770FC:SSL routines:SSL23_GET_SERVER_HELLO:unknown protocol -- Some packages may not be found!
Couldn't find index page for 'mozversion' (maybe misspelled?)

This failure is happening with virtualenv 1.10.1. I tried 1.11 and it is gone. This may be related to the wheel feature addition, or some other fixes in setuptools. Version 1.11 of virtualenv bundles setuptools 3.6, and pip 1.5.6.

I tested this change on Linux so far and it works fine.
