Steps to reproduce:

Manage Ringtones
Import custom Ringtone (mp3 @ 320kbps CBR, stereo, about 2s long)
Set as Notification Tone for B2G


Actual results:

Notification played (forced notification tone by taking screenshot)
Notification tone truncated at about 1s in length, not playing the full file


Expected results:

Notification tones should be supported for longer lengths than just 1s.

I know it is possible a user could potentially set one that is TOO long, but perhaps a sensible limit (5s) is better than just truncating the file.

Attached is the notification tone I typically use (Quake II nostalgia ;) )
I think this probably belongs in the System component, since the ringtones app doesn't actually control this.
