When entering a url to download a file off a busy ftp server, an alert box prompts:

"There are already 510 users logged in.

There are currently too many active sessions, please try back later when the ftp
site may be less busy.

Thanks"

After clicking ok, the save file dialog box opens and choosing ok to save the
file creates a 0 byte file.
