This sounds like a platform specific thing.  Adding [PP] to summary.

Sorry for causing so many notifications.  Dan pointed out to me that this is not
a platform parity issue. It's a bug specific to a particular platform only
(Windows) and there is no equivalent of this on other platforms.

I just checked in the fix for this.  It's now called msgbsutl.dll
