The font icons seem to be using Unicode private use area, which is better than random characters, but some meanings of icons could match normal characters.

Meh.  All the characters I selected are 1F___, which are supported neither by bmo, nor (unless something has changed) by Mozillians. :-(

Maybe most icons or contexts are so unimportant (they have captions or the following content is clear) that it doesn't matter if they show irrelevant numbers instead of icons when custom fonts are disabled by the user.  But Country and Timezone have no caption, hence bug 907667.
