Update pre-populated help text in box that appears after you click 'Apply' on a badge description page to:
"Be descriptive and include URLs from around the web that help show you understand this Web Literacy competency"
e.g. http://dajbelshaw.makes.org/goggles/dajbelshaws-remix-of-badges-mozilla-webmaker

Suggested by Laura after testing Web Literacy badges: https://teach.etherpad.mozilla.org/weblit-make-badges-QA (we're getting some excellent, but also a lot of really lame applications - providing feedback is a time suck)
