Description:
If the user disables search suggestions, then the search results will not be shown when the user types a search term in the rocketbar.

Repro Steps:
1) Update a Flame to 20140714000202
2) Tap Settings then Homescreen.
3) Tap the Search Suggestions field then tap the switch to disable it.
4) On the homescreen, tap the rocketbar.
5) Tap a character that will return search results and observe the device's reaction.
6) Repeat step 3 two more times, making sure that the results will not be apps on the device.

Actual:
No search results will be shown.

Expected:
Search results will be shown even though search suggestions are not seen.

Bug repros on Flame 2.1, Buri 2.1 and Buri 2.0.  Also repros on Flame 2.0 (512 MB).  Did not test on the Flame 1.4 due to the fact that the Homescreen setting does not exist on this version.

Actual result:  After disabling the Search Suggestions option in the Homescreen setting, typing a search term in the rocketbar will not return search results.

Invalid - the whole point of disabling search suggestions means that you don't get rocketbar search results.
