If focus is on the select control, any hotkey does not work. Such as
F5, F9. This happened to all the pages. It seems like event handler
have something wrong.

Reproducible: Always
Steps to Reproduce:
1.click on the select control to make focus stay on it
2.press F5 or F9
3. hotkey does not work

Actual Results:  hotkey does not work

Expected Results:  hotkey should work
