I'm concerned if we don't have camera preview, users will be upset.  I think this needs to be a P1.

Adding my comment #0 from bug 1058629,

If I'm about to make a call, I want to make sure that I look presentable on the call and that there is nothing embarrasing about my looks or of my surroundings. Previewing what the camera will show before the call begins would allow me to clean up my surroundings and/or reposition the camera so that it is angled the way that I would like.

No re-purpose necessary. This bug is valid for any incoming call (link click or direct call). The flow and code is the same.
