1039474 - Searching for entries in Tags field is impossible

1) Create a bug report (like I did with https://landfill.bugzilla.org/bugzilla-4.4-branch/show_bug.cgi?id=23356 )
2) use the "Tags" field for the first time in this instance and set it to "tagtest3000"
3) Go to https://landfill.bugzilla.org/bugzilla-4.4-branch/query.cgi?query_format=advanced
4) Under "Custom Search", set:
   Tags | does not match regular expression | ^$

EXPECTED RESULT:
Get one result, as I've never tried tags before on 4.4 landfill

ACTUAL RESULT:
Get the list of all bug reports, also those that I've never added a Tag to.

OTHER COMMENTS:
Is it possible at all to search for personal tags? How?

Tags | match regular expression | .+

Things are even easier in 5.0 with:

Personal Tags | is not empty
