When a new user first creates an account we allude to the user only needing 1 vouch to become a community member.

Steps to reproduce:
0. goto mozillians-dev.allizom.org
1. create a new account
2. view the welcome to mozillians message

Expected:
Wordsmith a message that helps people understand the new trust model
