Currently the ownership of a task is assigned to the user who last edits or creates a task. We need a way to change ownership manually- especially with the addition of imported tasks, as they might not all belong to the person who starts the import.
Edited to add: it is important to be able to enter an email address for ownership, which may or may not be a user within One and Done. Use case: setting a mailing list email address for feedback.
I'd like for tasks not to automatically change owners when someone edits. We should only change the task owner if it's changed deliberately in a field.

Verified on staging that users are able to select task owner from a dropdown. This includes all admin users. It was decided to only have admins as the option as it's a breach of privacy to expose user data to a mailing list where members may not have accepted the privacy policy. Verified task ownership no longer changes after editing a task. Yay!
