103982 - some UI windows are to small and hence cut off buttons/text

I noticed this starting with 10-9 branch builds and it
appears to be on windows only as I did not see this problem
on mac or linux. I've tried different mail accounts and different
computers and I see the same problem.


Certain pop up windows in Mail appear to be to small and cut off
buttons at the bottom of the window. I noticed this with the
'no subject line' window and the 'do you want to send unsent mesgs'
window. But I did not notice this in a window like 'do you want to
download mesgs'

Steps to reproduce:
1.Login into messenger
2.Go offline
3.Compose a mesg
4.Don't fill out subj line
5.click send later.
  result: no subj line pops up and the ok/cancel button is slightly cut
          off at the bottom
6.go online
  result: the Send/Don't Send/Cancel button is cut off at the bottom

I regressed back and this first appears in 10-6 branch builds.
10-5 branch builds are ok.

this was a regression caused by a checkin by jag. It's a dup of a bug jag just
checked into the branch tonight.
