When a new tab is opened and the blank page saved with 'save page as' an XML file, containing the XUL source of about:newtab, is saved. As this does not make sense to the end user, the save option should be disabled.
Yup, it's a XUL file for now. Converting it to HTML is tracked in bug 1021653.
