Description:
When choosing a new wallpaper from the gallary, if you use the top or bottom resizing bars to shrink the crop border, you will be unable to return the crop border back to its max size.

Prerequisite: Long press homescreen> tap 'Change Wallpaper'> tap 'Camera'> Take a picture> tap 'Select'


Repro Steps:
1) Update a Flame to Build ID: 20140717000201
2) Long press homescreen
3) Tap 'Change Wallpaper'
4) Tap 'Gallery'
5) Select image you saved during prerequisite step
6) The crop border should encompass the entire object
7) Select the top resizing bar and shrink crop window as much as possible.
8) Select the top resizing bar and grow crop window back to max.

Actual:
The crop border now leaves a little gap on the top and left side of the image that can no longer be encompassed.

Expected:
The crop window should encompass the entire image again.

This issue DOES occur on Flame 2.1 (273mb), Buri 2.1, Flame 2.0(512mb), Buri 2.0, Flame 1.4 (273mb), Buri 1.4, Buri 1.3
