Description:
When a user inserts or reinserts a SIM into the device, pulls down the status bar slowly, and observes the bottom section of the notification bar, there will be a transparent bar with missing strings that is in the area where the SIM alert ("New SIM inserted" message) should be.  This is most noticeable when there are at-least 7 notifications.

NOTE: On the Flame devices, words appear cut off by the transparent box were-as on the Buri devices they do not.

Prerequisites: Have at-least 7 notifications on the device.

Repro Steps:
1) Update a Flame to 20140717000201
2) Insert or Re-insert a SIM into the device.
3) Pull down the notification bar halfway.
4) Observe the SIM alert bar above the widgets.

Actual:
The bar will appear transparent without any strings.
Expected:
The SIM alert will appear clearly with it's correct string while dragging the notification bar down.

This issue DOES occur on Flame 2.1 (273MB), Flame 2.0 (512MB), Flame 1.4 (273MB), Buri 1.3, Buri 1.4, Buri 2.0, and Buri 2.1.
