Fixed, just needs a bug update
There were some minor issues with sites and services for this DFS share but the biggest problem was a host file (C:\Windows\System32\drivers\etc\hosts) entry on the dcs in scl3 that included dcs that were removed from scl1. After correcting this and forcing site and service replication DFS health went back to 100%.
