Steps To Reproduce:
1. Make sure you have profile more than 5 in order to overflow the listbox of profile manager
2. Start Firefox with -P option so that the profile manager pops up
3. Attempt to scroll the listbox by dragging thumb

Actual Results:
List items of profile manager are not drawn

Expected Results:
List items of profile manager should be drawn properly

Attachment: nsListBoxBodyFrame::Init shouldn't call nsLayoutUtils::GetScrollableFrameFor since it's not the scrolled frame yet

I spent quite a long time trying to write an automated test for this but I don't think I can without having it fire synthetic scroll events at the scrollbar, which seems rather fragile especially with disappearing scrollbars. So I gave up :-(

Bug 1022612 was backed out of 33 so no uplifts to 33 to fix its regressions are needed.
