After receiving multiple SMS, tapping the notification to open and see the received SMS sometimes takes too long.

Repro. steps:
1. Receive 3~4 new message 
2. tapping the notification to open and see the SMS
After investigating, I summarized some findings as below:
1. Usage will be trigger at background when receiving SMS
2. Message restart continuously when receiving multiple SMS
3. Memory is enough and no memory pressure event was triggered.
WIP patch to disable usage was triggered

With the WIP to disable usage, it has been improved but we can still sometimes reproduce this issue.
