User Story
As a user, I want to be able to peak into the utility tray so that I can see my most recent notifications without having it open it fully. Acceptance Criteria: 1. Dragging down the utility tray reveals the contents from top to bottom instead of bottom to top.

This is a duplicate of bug 984797 - I've finished it already, shall I mark as a duplicate?
