Details
The specification for CSS ruby requires a certain behavior when elements with ruby display types are converted to block display types. The relevant sections are http://dev.w3.org/csswg/css-ruby/#display-inside-outside and http://dev.w3.org/csswg/css-ruby/#block-ruby.

I don't think it should block enable-css-ruby, as we currently do not support longhand display value.

I believe this has been implemented as part of bug 1557825.
