Telia is going to be upgrading their routers in the San Jose area.
The affected circuit they reference is the 10G link we have to
them at border1.sjc2.

Expected impact: slight to none.  There will be routing churn when
  their router goes down, and again when it comes back up.
  But should not be anything more than that.
