104238 - Right-click shortcut "A" on href doesn't let you choose between "Save as..." and alternate "Save ..." choices

When you right click on the image link to http://www.mozilla.org on the top of
the page, "Save as...", "Save link as...", and "Save image
(mozilla-banner.gif)..." have "A" as their hotkey. If you press "A", then it
automatically opens the "Save as..." dialog. This should instead switch between
the two choices until the user presses Enter. Similar results occur when you
right click on a text link. In this case the two choices are "Save as..." and
"Save link as...".

Reproducible: Always
Steps to Reproduce:
1.Open http://www.mozilla.org
2.Right-click on top linked image to http://www.mozilla.org or any text href.
3.Press "A"

Actual Results:  "Save as..." dialog immediately opens.

Expected Results:  "Save as..." option should become highlighted. Then if Enter
is pressed, the dialog opens or if A is pressed, the next option with a hotkey
of "A" is highlighted.

Just noticed that "Back" and "File Bookmark for Link..." fit this category too.
In general, either different hotkeys should be assigned or pressing the hotkey
multiple times will just switch the currently selected option.

Bug 68928 covers the fact that the save options all use the same mnemonic.

There is already a bug on having "A" toggle between the options in this
situation, but I can't find it.

68928 only refers to the problem with the Save... options having the same
hotkey. Maybe a new bug on the general problem of options in the Right-click
menu having the same hotkey?
