On a Firefox Flame, when going to settings > device info > reset phone, the phone reboots a first time, displays an orange screen with a phone logo and a loading gear.

It then reboots, but never completes the boot, and stays stale for at least 5 minutes (that's when I decided it wasn't going to boot).

Rebooting the phone doesn't fix this issue: resetting the phone will actually "break" it and prevent it from starting again.

I fixed the issue by reflashing the latest build.

This occurs with the previous pvt build (from July the 22nd), and with the build I just did from the latest sources.
