Tried on -dev, and it works. I added a lot more logging so if it doesn't work in the future, I can quickly debug it. I will test this more thoroughly on stage too to make sure it works.

STR:

1. With comm-dashboard switch on, do a reviewer action.
2. The developer should get an email (not sure how to view the email)
3. Reply to the email.

Expected:

A note should be created in the thread
Status: NEW → RESOLVED
Last Resolved: 3 years ago
Resolution: --- → FIXED

QA: I think you can use https://marketplace.allizom.org/admin/mail and reply to the token email to test it out.

preferably use the real email whitelist added in bug 1042850 to do QA
