1042968 - Status doesn't change to "incomplete" after listing an app with no versions

Description

steps to reproduce:
1. Upload a packaged app
2. Approve the packaged app from the Reviewers tool
3. Notice the status of the app changes to "public"
4. Delist the app from /status page
5. Delete the approved version
6. List the app again

expected behavior:
App status changes to "incomplete"

actual behavior:
App status changes to "public"

Verified in FF34(Win7) in marketplace-dev.allizom.org

When following the steps in comment 0 after listing the app again the status in incomplete, but if I delist the app again "Oops! We had an error." error message is displayed.  Screencast: http://screencast.com/t/xf7MNdSNvwwH

Original bug sounds verified. I opened https://bugzilla.mozilla.org/show_bug.cgi?id=1050938 for the new bug which is something else.
