For easier testing of whether breaking conditions are gone or not, it would be better if we didn't force on-demand decompression off when on-demand decompression is explicitly requested when starting Fennec.
For instance, that would allow to test whether bug 951782 was actually something similar to bug 1036286 once bug 1036286 lands.
