Build: 10-11 0.9.4 branch build on all platforms.

Steps to reproduce:
1. Launch browser, and go http://www.goo.ne.jp
2. a. Select auto-detect All or East Asian by go View | Character Coding |
Auto-detect.
   Result:
   You will find the page still display garbled and the charset is marked as
western (iso-8859-1), even reload the page still not help.
   b. Select auto-detect Japanese.
   Result:
   Now you will see the page loads fine and the charset is marked as EUC-JP.
3. Edit | Preferences | Advanced | Cache, clear the cache of memory and disk,
and then select to auto-detect All or East Asian, the page loads fine now even
with out reload.

Note:
The same result happens on WinME-Ja, Mac OS X, Linux RH7.1-Ja here. However,
with WinXP-Ja, in step 2.a, the first time it will load garbled page, but after
you reload the page again, then you will get the correct page.

This might be a dup of 100377. Please reopen if not. 
Please try mozilla trunk with universal first.
