With the recent changes to how configure is retriggered, clobbers for configure should have become unnecessary. Which means we're now likely to waste time reconfiguring (especially on windows) after a clobber. I think clobber should keep every file that is part of the tree after running configure by default, with a possible override to kill them anyways. This would allow to skip configure entirely in many cases after a clobber. Related bug: bug 1043262
