Details

The directory layout and the coding style of compare-locales is old, and I didn't know better. Also, python might have learned stuff in the meantime, but probably I just didn't know better. Now seems a good time to just whack the code and make it shiny.
http://hg.mozilla.org/l10n/compare-locales/rev/c68ea73b9312, this is mostly done. Marking FIXED. There's more refactoring coming, which might be a good opportunity to get some method naming conventions fixed, too.
