STR:
- Sign into FxA
- Enable FMD
- Disable FMD
- Turn on Airplane Mode
- Try to Enable FMD
Expected: You should not be able to enable FMD in airplane mode, as it can't actually be considered as enabled if there is no network connection.
Actual: FMD becomes enabled, with no prompts about needing network, etc.
- Try to Disable FMD
Expected: 'Please connect to Network'
Actual: Toggle bar gets stuck on Enabled and becomes unresponsive.

I am able to reproduce this. Will this be fixed by 1034088 or 1034570? both these bugs deal with settings states

This behavior appears to have been fixed by today's latest pvt build. Feel free to verify.

Retested, this appears to be working correctly based on my STR above.
