Quoting my own comment from bug 1043802 comment 7:

Which makes the distinction between PARALLEL_DIRS and DIRS useless since the directory traversal filters are now either putting everything in the parallel bucket, or in the sequential bucket. Will file a new bug for that.

There's a semantic difference that might matter for libs, though, that DIRS are recursed after the current directory, while PARALLEL_DIRS are recursed before.

but it doesn't matter anyways, since they are all already treated as DIRS anyways.
