Bug for tracking work on the preferences screen for the overlays.

At a minimum, this will likely involve the ability to toggle the behaviour of the VIEW intent handler (between using the overlays and doing the current "launch in foreground" behaviour).

Creating this as a meta-bug because plausibly more customisation in this area may arise: Maybe we want to be able to customise the items on various menus or such?
