Steps to reproduce:

- Install Hackbar extension (https://addons.mozilla.org/en-US/firefox/addon/hackbar/)
- Press F9 to show it (if not already displayed)
- Toolbar is only a few pixels tall, when previous versions showed it full size (screenshot for reference: https://addons.cdn.mozilla.net/img/uploads/previews/full/23/23835.png?modified=1331247702)


Actual results:

Toolbar size is incorrect.


Expected results:

As from previous versions, toolbar size will be enough to display all controls
