As part of bug 994764 we are switching manifests from the json style tbpl and travis blacklist/whitelist, to the manifestparser .ini format used by most other test harnesses at mozilla.

At the moment some of these .ini manifests have landed, but they are not ready for production (e.g tbpl/travis) use. For now they are just being used by a jenkins job running Gi on devices and later we'll start transitioning tbpl jobs over to them as well.

For now it is ok if they go out of date/get out of sync. We'll go through and update them before they get used anywhere in production.
