2 phones enable BT

STR:
1. Phone A select a photo in Galley
2. Press 'Share'
3. Choose 'Bluetooth Transfer'
4. Choose the Phone B to send the photo to
5. Phone B get the notification of Phone A's transfer request 
6. Click on the notification

Expected result:
Phone B should open the transfer request dialog to choose transfer or deny this request

Actual result:
Click the request notification has no response thus could not transfer file

Just checked the video. This is more likely a Gaia issue. Ian, could you take a first look, please?

I'm not able to reproduce the issue via following build version. Might to have some previous steps before reproduce the issue, I think.

Oops, I could also not reproduce this issue on
